Job Description
Position Summary:
The Program Director will serve as a strategic leader driving two of Maui United Way’s most impactful initiatives: Ka ‘Upena: the Maui Nui Nonprofit Emergency & Resilience Taskforce (MNET) and the ALICE Family Support Program. This role ensures that Maui’s nonprofit sector is prepared, coordinated, and resourced before disasters occur, while also delivering critical financial support and care coordination to ALICE households—families who earn above traditional assistance thresholds but still struggle to meet basic needs.
In addition to these core initiatives, the Program Director will provide fractional expertise in program operations in MUW’s Shared Services Program in an effort to strengthen grassroots nonprofits. The position also includes management of the 211 operator, integrating real-time resource navigation into MNET’s data backbone for emergency response and equity tracking.
MNET Program Management
- Serve as the central coordinator for MNET operations, including emergency feeding arm and future domains (housing, health, transportation, workforce wellbeing).
- Oversee development of Maui County emergency data system and integration with 211.
- Manage pre-disaster nonprofit directory and ensure real-time data accuracy.
- Coordinate surge funding, subawards, and fiscal compliance for partner organizations.
- Liaise with County, MEMA, FEMA, Red Cross, and other stakeholders.
ALICE Program Oversight
- Implement infrastructure for monthly payments to ALICE households.
- Manage eligibility verification, compliance protocols, and care coordination services.
- Track program metrics (financial stability, resource utilization) and prepare impact reports.
- Ensure timely and equitable distribution of funds in partnership with Aidkit or similar platforms.
- Manage subcontractors for Care Coordination or manage internal staff performing similar functions.
Shared Services Consulting
- Provide fractional consulting support to nonprofits in operations and program development
- Oversee contractor intake, scope validation, and compliance with procurement policies.
- Monitor utilization, deliverables, and profitability analysis for shared services engagements.
- Develop pricing models, service catalogs, and performance dashboards.
2-1-1 Operator Management
- Supervise and support the 211 operator to ensure accurate, real-time resource navigation.
- Integrate 211 data into MNET’s backbone for emergency response and equity tracking.
Reporting & Compliance
- Maintain audit-ready documentation for all programs.
- Prepare monthly, quarterly, and annual reports for funders and stakeholders.
- Ensure adherence to MUW’s internal controls and County grant requirements.
Knowledge, Skills, and Abilities:
- Bachelor’s degree in Project Management, Public Administration, Nonprofit Management, or related field (Master’s preferred).
- 5+ years of experience in program or project management, preferably in nonprofit or emergency response sectors.
- A collaborative and flexible operating style.
- Strong understanding of disaster preparedness, social services, and community-based programs.
- Knowledge of data integration platforms and resource navigation systems (e.g., 211).
- Awareness of community-based approaches and cultural considerations in Maui County.
- Strong communication and relationship-building skills with nonprofits, government agencies, and funders.
- An understanding of or experience with a nonprofit organization.
- Ability to read, analyze, and interpret complex documents; respond promptly and effectively to inquiries; write, prepare and deliver effective presentations to staff, board, and committee members, and the general public.
- Analytical skills, including modeling and the ability to apply logical thinking to a wide range of intellectual and practical problems.
- Ability to lead cross-functional teams, including contractors and service providers.
- Proficiency with Microsoft Office Suite; experience with QuickBooks and Development software products a plus.
- Experience with federal, state and private grants is a plus.
- Ability to manage multiple priorities under tight deadlines in dynamic environments.

Compensation and Benefits:
- Annual Salary: $90,000 to $120,000, with the potential for performance bonuses.
- Benefits: MUW will pay 100% of the premium for individual coverage through the insurance provider that is insuring MUW employees for a given coverage period. 403(b) match up to 6% (effective after 90 days of employment)
